Neighbourhood Guide
What the City plan says about Avenir
Avenir is the west half of the Cherot Neighbourhood Plan in northwest St. Albert. The plan places the whole area between Township Road 540A, also called Old McKenney Avenue, and the CN railway on the south, Villeneuve Road on the north, Carrot Creek on the west, and Ray Gibbon Drive on the east.
Cherot Boulevard, formerly Range Road 260, is the road between the two halves. The Avenir portion covers about 84.9 hectares. Cherot East, about 100.5 hectares, is the east half, and homes there stay on the Cherot page rather than a second guide. The plan area was first called the Range Road 260 Area Structure Plan and later the Cherot Area Structure Plan.
The plan describes Avenir as mixed-use residential and commercial, residential, and open space. Housing forms named in the plan include single-detached, semi-detached, and townhousing, with mixed-use sites that can put commercial on the ground floor. One commercial site is shown at the north entrance. Avenir’s net residential density in the plan is 41 dwelling units per net residential hectare, and the plan proposes 1,730 dwelling units, of which 1,192 are medium to medium-high density. The developable residential area is given as 41.8 hectares.
The same plan estimates about 3,949 residents in Avenir at build-out. It applies household sizes from the City of St. Albert Census 2024 to those proposed units. That figure is a planning estimate for a community the plan itself says will take 10 to 15 years to complete, depending on servicing and demand. It is not a count of people living in Avenir today.
A greenway along Carrot Creek is planned with trails and, later, links toward Red Willow Park. The plan also proposes three stormwater management facilities in Avenir, as public utility lots, and says some Avenir land lies inside the designated flood line for Carrot Creek. Development below that line is limited by the Land Use Bylaw. The Sturgeon River flood line does not cover these lands, according to the plan.
The school and park site that serves the whole Cherot plan sits in Cherot East, not in Avenir. The plan gives that site as about 4.0 hectares and separately describes a school and community park site of about 4.1 hectares for the plan area. Those are plan designations. This page does not name an open school in Avenir. An address still has to be checked with St. Albert Public Schools or Greater St. Albert Catholic Schools.
