What the City plan says about Nouveau

Nouveau is the name the City of St. Albert uses for North Ridge Phase 2. Phase 1 is the community already published here as North Ridge. Council adopted Phase 2 on May 15, 2020, as Bylaw 5/2020, amending the North Ridge Area Structure Plan, Bylaw 4/2015.

The consolidated plan, as amended by Bylaw 14/2024 on September 3, 2024, applies to about 26 hectares. It bounds that land by Villeneuve Road on the south, Fowler Way on the north, and Hogan Road, also called Range Road 255, beside Jensen Lakes on the east. The west half of the quarter section, including the lands a 2023 parks plan called the Badger Lands, was removed from this plan by Bylaw 14/2024 and placed in the St. Albert West Area Structure Plan. This page follows the later plan boundary.

Residential land use dominates the Phase 2 plan. It shows mostly low-density housing, with medium-density sites, one park of about 2.5 hectares, one commercial lot at the northeast corner of Hogan Road and Fowler Way, and a wet-pond stormwater facility in the southwest. The plan proposes 556 dwelling units: about 283 low-density on roughly 10 hectares, and 273 medium-density on roughly 4 hectares. The low-density areas are planned at 28 dwelling units per net residential hectare, and the residential area overall at 40.

Using household sizes from the City of St. Albert Census 2018, the area structure plan estimates about 1,324 residents in Phase 2 at build-out. That is a plan estimate, not a census of the neighbourhood. A January 2023 parks master plan describes a centrally located community park of about 2.6 hectares and north-south trails connecting to the city trail network. The two park sizes come from different documents and should be read as plan figures, not as a finished park inventory.

The area structure plan states that no school is proposed for North Ridge Phase 2. It projects about 264 students aged 5 to 19 at full build-out by applying the 2018 city census age mix to the plan population. That projection is not a named school and not an attendance area. Confirm an address with St. Albert Public Schools or Greater St. Albert Catholic Schools. Sturgeon Heights School sits in the original North Ridge plan area, not in Phase 2.

A March 2026 City report on a small Land Use Bylaw redistricting, Bylaw 5/2026, says North Ridge Phase 1 is fully built and Phase 2 has been steadily building, with completion expected in the next few years. That report describes the neighbourhood as bordered by private land on the north, Hogan Road on the east, Villeneuve Road on the south, and private land on the west. Fowler Way, named as the north boundary in the area structure plan, is the future northwest crosstown along that private land.
