The conceptual scheme, dated April 12, 2016, covers Plan 1224688, Block 1, Lot 7. There was no area structure plan for the site. The land-use district in the scheme is manufactured home park residential. The east edge is 100 Street, also called Champlain Street, beside Village Champlain Stage II. The south edge meets an existing manufactured home park, a pump station, and a direct-control site the scheme labels for future affordable housing. The west edge is the CN railway, with park and future residential land beyond the tracks. The north edge was urban-reserve agricultural land.
The April 2016 scheme describes the site as undeveloped, with rows of trees on the north and west and a drainage ditch along the south and up 100 Street. The elevation change across the site is about 2.77 metres, draining west to east.
The land-use table lists 11.01 hectares in total, 7.81 hectares residential, 2.10 hectares of road and parking, 0.87 hectares of open space for amenities, snow storage, and a property-line setback, and 0.23 hectares for an on-site office and equipment shop.
